Invest in public amenities - such as nice streetscapes with trees, wide sidewalks, and benches, parks, trails, etc. Creative workers are looking for these things, and it will make them more likely to stay in Tuscaloosa and set up shop.

And, even if it doesn't work to produce jobs, you still have a nice place for people to live!
