This may already have been mentioned but it would be nice to see a middle of the road zone that would allow multifamily but not full scale apartments. It could require a certain sqft of green space per bed the same way R-4 requires parking spaces per bed. Perhaps the developer could get credit for a percentage of the green space if they were to use pervious concrete for parking spaces. This concept is assuming that the "Use" based code is still considered the viable option. It would allow for areas like the corner of Hargrove and 2nd Ave E to be rezoned without the fear that a high rise is going in. It would also address drainage issues. Of course... form base code....
