The plan is to provide geothermal heating and cooling in the affected areas. How do we pay for this? Have some of the city's high profile individuals contact their friends in Hollywood. Turn it into a 3 month TV series. People will watch anything.
Since so many of the affected areas were low income, this could really really help those individuals since the operating costs going forward are around 1/4 of normal HVAC costs. It would also help the property value of the home that has this system. Which would in turn help the city revenue via property taxes.
Benefits: Lower CO2 emissions, lower operating costs, Federal tax incentives, quieter than heat pump with fan, smaller physical footprint, it's neat
