Planning, designing, implementing, operating, and maintaining roadways to reasonably address the safety and accessibility needs of users of all ages and abilities - motorists, pedestrians, bicyclists, transient users and vehicles, and commercial and emergency vehicles - in a manner that is sensitive to the quality of life, economic wellbeing, and environmental health in a community.
